unplug wire from horn, get 2 wires with aligator clips to make it easy and ground one spade on horn and other touch the + on your battery if it honks then ruled horn out, my guess is the contact behind steering wheel went bad, mine did way back when I had my 87 and I wired up and used a momentary switch on dash for the horn, or you can replace the contact assembly on steering column with new or used one, but used one would end up wearing out too :}

T-shooting should be pretty straightforward. Unplug the horn and use the jumpers or use a test light and have someone press the button while you watch the light. On my 94 Toyota, the horn was located on the right hand side (passenger side) in front of the radiator toward the top. I remember it was a bugger because the radiator fins are sharp and cut the back of my hand open.

Now that you have it figured out put in a better horn. It is easy to do. Just plug the new horn into the positive source and use the body as the ground.
I ended up getting a 76 cadillac horn and it is 1000 times better. Now when I hit the horn I get peoples attention.
