Help with heater

Help with heater
My 87 4runner, 22re, has been acting funny when it comes to the heater.
it's blowing ice cold all the time.
I've tried the following:
-checked the water level and its fine.
-felt of the heater hoses going into and out of the firewall - both are really hot as you'd expect.
-manually switched the water/shutoff valve at the firewall to both positions (and in the middle)...
-made sure the cable operated temp lever inside the cab is operating correctly.
-tested outside and recirculate settings
Blower blows plenty strong just always cold....(btw-my a/c hasn't worked, so I know it isn't the a/c blowing cold air, just the outside temp thats making it cold.
everything has worked correctly in the past so I know it is possible....just out of things to try (already wearing gloves and a coat - so no need to suggest that!).
please let me know what to try.

Was the coolent level low when you checked it? I have had a air bubble in mine before and the only way I could clear it was to pull the outlet pipe off the fire wall with it running and let it pump for a second. Very messy but it worked.

I wondered about an air bubble - I've always heard that could do weird things with engine temps, heat, etc....
and I do here some gargling noises from under the dash?
but would that keep the heater core from heating up, even after driving for 30 or 40 minutes? like I mentioned, that heater hoses going in and coming out are hot, so wouldn't that indicate the the heater core would have to be full of hot coolant? then all the rest of the equation is just to blow air across it?
its got me stumped.

Can you tell if coolant is flowing through the heater hoses and therefore the heater core? Can you smell coolant at all inside the cab, and/or is the floorboard wet at all?

I guess I'm assuming that the coolant is flowing since the in and return lines are heating up? it would be easy enough to pop the hoses off and blow it out or flush it.
