I removed my front bumper and unplugged the bumper signal lights.
Later on I found out I have no front signals without them, so I installed bumper back on next day.

Plugged both signals back in, used signals once(fuse blows). Replaced the fuse. Used signal again (fuse blows).

I then unplugged the front bumper signal lights and replaced fuse again. Rear turn signals work but about 2x faster.

Inspected wiring but nothing.

Only thing that changed during the removal process of the bumper is that weird connector just behind the grill on the right of the cooling fan was extremely corroded and the right connection was completely gone but the left connections was still attached bately. I touched it and it broke off.

I don't have any connectors behind the grill (forward of the condensor). If you identify your truck, someone with the same might know what you're talking about.

The turn signals have two connections, one to ground, one to switched 12v. If disconnecting the bulbs cures your problem, you have a short in the bulb socket. Your multimeter can confirm that.

Toyota doesn't sell the socket separately (the turn signal assembly is about $48/side), so I would try to repair it.

You got a short as I'm sure you know. Need to locate, sounds like you have. Then repair so that it no longer shorts out and blows fuse. The down side of old wires. Sometimes all it takes is munipulation and sheathing cracks then you got a short.

Short to ground. Inspect EVERYTHING including connectors, and light receptacles.

Sounds good, thanks for the input. 90' runner 3vz SR5. Got one to work but I personally broke the other bulb when removing so I'll pick one up and see where things go once I've checked things out.
