Can anyone help have a 1993 Toyota 22re check engine light comes on and off jumped Te1 and E1 at diagnostic box check engine light keeps on blinking got scanner it says no communication have checked fuse does 0ne of 2 pins have voltage and is 1 a ground if so which is it

Sorry, I can't tell what you are saying. Use some periods, or commas. Try to write like you want someone to understand it.
When you jumper TE1 to E1 it is SUPPOSED to blink the check engine light. It either blinks evenly at about 2 hertz (no codes), or it blinks in groups, giving a 2 digit code.

Absolutely!
With the fuse in, attach the clamp of your test light or black multimeter lead to a good ground and probe both sides of the fuse. If it's good, you will see voltage on both sides. If you get voltage on one side and not the other, the fuse is bad.
