Having trouble setting timing after tc replacement

I posted about some issues I was having with my timing chain replacement on my 87 toy 22r with weber carb.i have them straightened out but the biggest issue I'm having now is timing I'm just not sure what I'm doing wrong . I turned crank so it's notch lines with zero and the cam dowl lines up with the arrow on the head but for some reason I'm having a difficult time setting the distributor it seems that at tdc the rotor should be under number 1 on the cap and with the cam and crank in there tdc position I cannot get the rotor there it either goes to the left or right of number 1 sometimes dead cold starts right up but then as a few mins go by it stumbles it's ass off unless you bring the Rpms up and I never messed with the intake side
