grill guard mounting

I got a bull bar for my truck month ago, but have never installed it. The mounting arms/brackets have no place for my truck, so I was going to chop them off. I can, however, mount the bar using a smaller bracket and mount it on the tow hooks.

Is this safe to mount a heavy bull bar on only 2 bolts off the front like that? I wouldn't think so, so I was going to chop and shorten the width of the mounting arms and just weld it to the frame.
