open the diagnostic test connector on the right-front fender well, behind the battery, and insert a jumper between the FP and B+ terminals. There's a diagram on the underside of the lid.
Then turn the key on and the pump should run.

Here's an 88, 89 should be similar:
FP is top left and B+ is bottom left on the lid... and should be same location on connector.
