found wire !!

so im trying to take out my starter today
while doing so
i found this


Anyone have any ideas to where it goes??
could this be my vaccum leak
and could this cause my surging while the brake is pressed ?

The hose is the drain for the carbon canister, it goes inside the frame rail, or some where out of the way. There should not be any vacuum there.

so this has nothing to do with anything ?
and i shouldnt worry about finding what seems to be what it would plug into ??

I would not worry about, the end is probably 45 for the drain.
