Emergency brake help

NOOB HERE. I was just given a 1994 Toyota 2wd, Reg cab. Grandfather said it couldnt get inspected due to the e-brake. He said the cable broke at the handle, and replaced it. But now the handle wont engage. You can pull the handle towards you but id doesnt click or stay tight. Any ideas? did he put it in wrong? I can see the cable moving the wheel as i pull the handle. Thanks

shaft only has notches on one side, try rotating until the notches line up?

hurm. only other thing it could be is the little ratchet like mechanism at the base of the shaft.

so the little area above the above the shaft, at the front of the tube that holds the shaft? or towards the firewall?

dude you are the best, that is what i was thinking. Might need to just wd-40 it. Hope this is all it is. Grandpa had it sitting in a field since 2005, Said i could have it. Jumped it off and runs great. This was my only concern for it to be my DD. Thanks

well i went out to the truck, wd-40'd it. I can stick my finger on the top of the locking mechanism, and push down. i can feel the "teeth" clicking as i pull the handle out, and if i hold the "teeth" down as hard as i can, it'll hold it. but once i let off, the handle releases. Im guessing i need to replace it. anyone know what it is called?
