Diagnostic Codes 25 & 26

Diagnostic Codes 25 & 26
About my car;
1993 Toyota 4Runner V6 Manual 4WD 200,000 miles
Things I have replaced;
Water Pump, Thermostat, Timing Belts, Power Steering Pump, Catalytic Converter (was stolen), Spark Plugs, Oxygen Sensor, Distributor Cap & Rotor, and Spark Plug Wires.
The problem;
My check engine light has been on for over a year showing diagnostic codes 25 & 26. I have replaced many parts but to no avail. I had the car smogged (California) recently with the following results;
RPM 712: %CO2 10.02, %O2 6.2, HC(ppm) 1650, %CO 1.23 = Gross Polluter
RPM 2415: %CO2 14.72, %O2 0.3, HC(ppm) 53, %CO 0.38 = Pass
It seems that the only thing out of whack is the HC at idle. Sometimes when I come to a stop the idle will fluctuate between 500 and 1000 RPM. I have it set to idle at 750RPM. Now I have noticed that I have a very small crack on the top of my radiator that leaks extremely slowly. Could this be the problem and can it be fixed without draining and removing the radiator? Other possible culprits; airflow meter, vacuum leak, or injector? Is there an easy way to check these parts? I really need to get this fixed because my gas mileage and wallet are suffering.
Thanks in advance for the help.

25 AND 26 often clogged injectors. That can mess w/emissions too.
Send em to witchhunter if you can afford, otherwise try red line SI-1 Complete Fuel System Cleaner or CRC's "Guaranteed to Pass Emissions Test Formula" - those are the only 2 I know of that have polyether amine.
For bad idle, check for continuity between the IDL & E2 contacts on your tps when throttle is closed (idle position). If none, try adjusting per fsm. If still no joy, replace.

Do a compression check and check for vacuum leaks. Doing a search on Google and here people that get both codes usually a stuck exhaust valve.
I am suffering from the same issue right now need to do one. Also, when was the last time you replaced the PCV?

I don't think it is clogged fuel injectors because I have used Red Line SI-1 fuel system cleaner as well as many other product and it has not helped. If it is a compression problem how would I fix it and how much would it cost? I have never replaced the PCV so I will check that first.
