Dash lights and climate crl lights?

Dash lights and climate crl lights?
I picked up a 91 runner and the dash light dont work or climate control lights i tryed a new relay and no fuses are blown could it be the bulbs or wiring?

Of course it could.
Have you tried turning the dimmer knob on the left side of the steering wheel? I have seen people tear into the dash only to realize this was the issue.
Illumination wire is green in toyotas see if you have power to any green wire in your dash. Also, I dont think the fuse is "hot" unless the lights are turned on. Did you check the fuses with a meter or test light with the lights off? turn the lights on and recheck.

there is a 10mm bolt on the bottom left above the lick panel, next to the hood release and a series of screws. that will take the bottom piece off and then go from there.
