Correct belt location on pully?

Hi guys
I had my water pump,timing chain and headgasket replaced on my 91 22re, it doesn't have air.
When changing the oil it sure looks like the outside belt on the bottom pully should be on the furthest one out and not the middle one but I'm not sure.
What do you think?

Closest pulley to the engine should spin the water pump and alternator. The middle pulley goes to the A/C compressor. The front-most pulley should spin the power steering pump.
