"The dealer."
This dealer http://parts.lakelandtoyota.com/ has a good online presence, so you can put in your year/driveline/trim and get the part numbers and parts. I've had good luck ordering from them.
At a minimum, try to figure out the part numbers (you already have it for the shroud), print the illustrations, and walk it into your local dealer WITH YOUR VIN NUMBER. Don't expect a brick-and-mortar dealer to "match" internet prices, but if you don't waste their time you might get a good enough price to justify shopping "local."
