Cigarette Lighter 1994 3VZ 3.0
With the help of this forum I was able to ID and fix my Clighter problem.
I removed the middle dash panel and the passenger side panel. I removed the lighter and check the end wires Two wires are attached, green hot and black ground. The green wire had a box connector at the end. The black was attached to the metal housing with another box connector at the end.
The end of the lighter had an L shaped wire that had melted and turned into a ball with the rubber housing still attached. I removed the wire and opened the brass part that was holding the fusible link. I replaced the melted fusible link with a 18 gage wire. I cut about an inch of wire. I kept the plastic housing at the middle and crimpt the 18 gage wire in place.
Put everything back and the cigarette lighter was operational again after a few years of not working.
I decided to fix the lighter in order to use a Garmin GPS. If the fix did not work I would of had to buy a new lighter. Would of been easier ...

It seems to be a common problem when using a vac cleaner or compressor to add air to tires.
The wire that I used was 18 gage for the lighter. Should I of used 20 gage?
