cant set my ignition timing..plz help

cant set my ignition timing..plz help
K i jumpered teminals te1 and e1 in the diagnostic box...my check engine light was flashing but my timing mark was jumping all over the place..it has a brand new harmonic balancer, timing sprockets chain ect. I did the 12 o-clock trick on tdc wen i stabbed in the distributer and my truck fired up perfect..it runs decent...just has a really high idle...almost 2k rpm. Ive retarded the dist. Asmuch as the adjusting nut will let me and even closed down the air flow screw on the throttle body and it still idles at around 1500 rpm...revs ok..its a little slow on the acceleration but doesnt cut out of fall on its face...not acting like a miss and deffinatly not a dead hole...so what could it be? It has new cap and rotor...i checked all plug wires and they checked out fine...im stumped

You don't have a problem setting the ignition timing...just yet. What you have is an idle speed problem. As in, it's WAY to high. No way in hell you're going to be able to set the ignition timing with it out of spec like that.
See the FSM 22R-E engine mechanical troubleshooting section. Where you'll find the 12 suspect areas that need inspected if a high engine idle speed condition exists.

Side-note: You might want to start with the most obvious cause. In fact it's so obvious the FSM doesn't even bother mentioning it. What's that you say? The idle speed adjusting screw o-ring. Unscrew it all the way out, and replace the o-ring on it. See if that helps. If not, then start going down the list of 12(starting with 1, then 2, and so on).
