oh and it STREET LEGAL in HIS state,

You could drive that on the street here in Florida but I don't see why you would want to... There would be a group or puerto ricans following you everywhere you went.

im pretty sure according to federal dot regulations that truck has over the max bumper height from the ground meaning its illegal to drive on the streets in any state, just some states they wont say anything to you about it
