If its a truck you're kinda stuck. 4runners run a small fan in front to help push air through the condensor. Otherwise you're looking for the ac amplifier.
Pull the glove box and and follow the wires on the heater box. There will be the amp with a single connector to it. It will have a dial you can adjust for the kick on idle. There may be an ac idle speed valve on the intake manifold. Google search it for images.

I have the same truck year as you and had the same problem. The idle up is at the top right hand corner of your Cooling Unit. This is the large black box looking thing you see when you remove your glove box to the left of your blower fan. The switch is actually a turn twist knob, it is black as well. When you remove your glove box assembly, turn your blower on and if it does not work in low, change the blower resistor. This is located at the bottom rear of your fan, follow the black taped looking wire.
I never touched my idle up/down switch. Just replaced the parts mentioned in my thread.
