Burning rubber

I just got finished doing the timing belt on my 94 4runner w/ the 3.slow. I went on the test drive and my engine compartment smells of burning rubber. in addition to that. when i rev it up and let up on the clutch, Theres a hesitation that acts as if the timing is way retarded. Im thinking the belt tensioner is bad which is causing the burning rubber smell. Any Ideas or past experiances anyone could enlighten me on? oh yeah. The idle went from about 1000 to just over 2000. I adjusted the idle speed and tps but still wont go lower that about 1500. the Timing is at 10 deg. w/ the diagnostic port jumped

ha, I found the coolent temp wasnt getting an accurate reading, as well as the fan belt slipping, although no squeak.
