bogging and rough idle?

hey guys, i have a 91 2wd pickup with the 22re, heres the deal...it always runs great unless its wet, if the dirt roads are wet or if i go through a decent size puddle it bogs. when i hold like half throttle it will just bog and accelerate extremely slow, then when it hits a certain rpm it will surge and run good, but it only runs good/normal when its in high rpms, and when its idling it will idle sortof rough and sometimes spudder, but when i run it on pavement for a while and it drys some, its back to normal. i know it has to do with moisture becuase it will run good untill i hit a big puddle then it instantly starts the bogging. i pulled of my cap and stuff and im pretty sure its good, the only otherthing i could figure is my 02 sensor is not on it or hooked up. anyone got any ideas?

Start spraying some stuff like spark plug wires with a spray bottle and look for arcs or a change in idle.

BTW you only need to start one thread for one question.
