In both cases have you checked that the switch indeed works like it should .

Even on Toyota vehicles things do wear out and break!!

Sometimes wires get damaged

Remove the switch and with a test light and your finger in the up position, see if you're getting power out of the Up side of the switch with all the wires connected. If not, its probably the switch. If you are, then you'll need to trace out the problem. Mine works from the switch, but not the rear key. Gonna figure that out tomorrow. More than likely my switch is bad in the back. Maybe I can fix the switch myself. If not, I'll replace it.

There is a circuit board, relay box behind the trim, drivers side on my 90, could be a bad relay. Could be the wire from the switch to the box is broke. I had a similar issue, key down wouldn't work so I ran a new line from the key switch to the relay box to fix my issue.
The relays are easy to fix, plenty of thread with info about a good replacement relay. There are four of them for the stuff in the back there.

it is just easier to test the switch first before pulling the trim off at least to me.
