All crank and no start

Hey guys,
My truck and I are having some issues.
93 4wd Pickup, 22re, manual.
When I tried to start 'er up this morning, it wouldn't start.
I noticed a small cylindrical (bus?) 1A 250V fuse and fuse holder on my passenger side floor mat but can't find where it goes. I checked all my fuses in the engine bay and the driver's side kick panel. None burnt.
The engine is just cranking, no bogging when I hit the gas. I can smell a slight bit of fuel in the engine bay. I don't have a voltmeter.
Could the little fuse be the culprit?
Any suggestions?

I doubt a One amp fuse even goes to your truck. If its the round glass tube type, its not for your truck. Toyota stopped using those in the trucks in the 80s.

I would start with the basics. Are you getting Air? Fuel to the injectors? Spark?

Where can I find a step by step to check for these things?
I've got all day to figure this one out. I've already called in to work.

Without tools, it can be tricky. Obviously just do a visual check at every hose and wire under the hood. Look for anything that may possibly be loose or diconnected. Double check every fuse, especially the ECU fuse. Sometimes fuses look ok but have a small hairlin break, hard to tell without meter or the cheap testers you can get at walmart for $7. The poor mans check for spark is take off one of the spark plug wires, sticka screwdriver in to touch the metal of the wire, and hold the screwdriver close to a known ground under your hood while someone else cranks it to see if you can see a spark.

Well this is what I did and she started.
- Cranked it over some more. Not gassing it.
- Checked the vane in the air intake. Works good.
- Checked all the spark plug wires and igniter wires are connected. Disconnected the main igniter wire on the distributer.
- Stuck a jumper from the FP to B+ in the diagnostic box.
- Tried to start it. Left it in ON and went to listen to the fuel pump. No dice.
- Took that jumper out. Went to jumper the Te1 and E1 to get a code.
- It sputtered a bit and then, in a cloud of smoke, it started.
Anyways, I'm off to work now. What does this mean?

So it only started with the jumper in? Sounds like maybe a sensor is giving bad data and bypassing it enabled it to start? Possibly TPS or O2 sensor? Did it generate a code?

I tried to start it with the jumper between Fp and B+.
Didn't start. Went around the truck to check if the fuel pump was running. Couldn't hear anything (possibly cuz of the traffic). Took out the jumper.
Stuck the jumper between Te1 and E1 to get a code.
Bogged a bit then started. Bogged when I gassed it a bit.
Let it clear until I could gas without bogging.
Went inside to write what just happened, then drove to work.
It had rained all night, and my truck was soaked. I've got about a 5" hole in my passenger fender around the wheel well. So I'm guessing I have a short in there.

After work, warm and dry out. Hadn't rained all day.
Started just fine.
