Air Filter Housing Differences

I am trying to reconnect my emissions stuff to get the engine back to factory. I need to connect the PAIR valve to the hold tank, then from that hold tank the line will go to the air filter assembly. Problem is my housing does not have an inlet for the hose. On my 89 the inlet is on the bottom of the housing. On my 86 the bottom doesnt have an inlet and the top portion does not have an inlet either. I am curious if somebody put on a later top portion onto the lower portion that is later. What are the differneces to the airfilter assemblies for the 22re?

Thanks
