89 4Runner SR5 V6 Power Steering Pulley!!

89 4Runner SR5 V6 Power Steering Pulley!!
Started today replacing my 4runner's power steering pump and was stopped quickly when it came to removing the pulley. At first I was just under the impression that one of those rented pulley pullers would work, but this was obviously not the correct application.
I'm assuming that the nut on the outside of the pulley is separate? Meaning that I just need to find a way to keep the pulley still while I remove the nut? Is this correct? Other threads recommended putting the car in gear so that the other pulleys would hold it still via the drive belts, but even when I put it in gear, all of the pulleys continue to spin! This bolt is really on there!
Options I'm considering:
1- Try and use one of those universal pulley holders to keep the power steering pulley still, then remove the nut.
2- Just get a new pulley for the new pump? Will I need to find a special nut to go on the outside of the pulley or will any 17mm do? Will it be impossible to remove the pump with the pulley still on?
Please help! Need to get this fixed!!

Try using a impact gun if u have access to one try 3\8 first if that doesn't than step it up to 1\2 don't use heat tho if not OTC makes a really nice pulley holder that will keep it staionary
