22r/e are always going to be somewhat gutless.
if you don;t want to rebuild it you could start out with the usual mods: full exhaust system (headers, high flow cat or no cat, 2.25" pipe etc), intake system, electric fan mod, to name a few.
you could change the diff gears (that wouldn't increase hp but it would increase torque) which would help push those 33's.
a good place to start, so i've heard, is to clean out the throttle body and throttle plate. i hear a lot of guys say black goo builds up and robs power.
IMO rebuilding a 22re for lots of juice is kind of like polishing a turd. it's not gunna be a stud no matter what you do. if you really want power swap in a chevy small block.

opening up the exhaust seems to give the most bang for your buck. A high-flow cat and muffler will be good. A new 2.25" header and new pipe clear back with high-flow cat and muffler is what I'd recommend.
Mild cam wouldn't be a bad idea either.

4.88s on my old 89 4runner with 33x12.50s, and it ran like a champ! Was never fast, but I could smoke both meats loose (Lincoln locked) with a 1st gear clutch dump.

instead of rebuilding the 22re swap in a 5vzfe 3.4L. you'll spend the same money souping-up the 22re. while swapping the 3.4l you can add a supercharger and fuel mods from urd.
it seems though that you want a bit more get-up-and-go for running the 33" tires. if it were me i'd just regear.

Look at LC or DOA websites and see what they do to their 22RE engines and what other options they offer. You'll get a good idea of what it takes to build a high-horsepower 22RE from them.
You'll find that it may be cheaper to swap to a GM 4.3L V6 or 305/350 V8 (5.0 / 5.7) or Ford 302 (5.0) V8 than it is to try to push a 22RE to anywhere near the horsepower / torque levels of those other engines.

Definitely cheaper going the regear route.
A couple things that might make a small difference would be to make sure that K&N is nice and clean, do regular maintenance like fluid changes cap rotor plugs and wires, could play with your fueling ratio, get rid of all your emission devices like egr and whatnot. Just some food for thought

4.88s were great driving in the city and offroading. Would have to WOT it to get it up around 80, and as soon as you hit a hill, you'd have to d/s to 4th when highway driving though...

I mean come on it IS a 4cyl GAS motor after all. Caint always have the best of both worlds. Though if you'd like to swap a 4bt 4cyl cummins in there, you'd probably be VERY happy.
