Old School 7S

I have an 81 Pick up that I did a motor swap back in 89. Well after 23 years of passing smog, smog ref said I'm missing some parts. I attached a picture, I'm looking for what the "hose with the clamp on it", needs to connect too. I have a manual, but just can't figure this out. Should be a CAL version.

Here is my 8822RE setup, mine goes to the power steering pump.

My '88 looks the same. I think it's so when the steering wheel is turned while at idle it will pick the idle up so the power steering pump doesn't stall the engine.
