The turbo truck specific forum is:
http://22rte-trucks.com

A backyard rebuild of your CT20 is really only possible before the turbo fails and some will say that it's not possible without the right equipment to balance it.

Best case: you pull turbo, disassemble the turbine and compressor - you need to mark the orientation of the compressor on the turbine shaft as these pieces are dyamically balanced.

Clean everything up, check for shaft wear and clearance, install new bearings/seals, put it back together.

Things to watch out for are overtorquing the compressor nut, excessive wear on the bearings, seals, or backing plates, and proper orientation. You can buy rebuild "kits" from places like the gpop shop.

If it "needs" a rebuild due to not making boost, don't waste your money on parts - it needs to go to a shop to be checked out. Expect to pay $300 for a proper rebuild, new seals, new bearings, balance and reassemble.

The other option is to ditch the CT20 and go Garrett or CT26.
