3vze Intake Manifold Bolts Wont tighten to Torque Specs
I'm in the process of doing the Head and Intake Gasket repair (yayyy) and I'm coming to the end of the process, but am having some massive issues getting the torque settings (29lb according to FSM).
I'm the second owner and it looks as if whoever was in here last switched out some of the original bolts (there's 12 total). So, I figured I'd just buy a set of brand new bolts to keep it uniform. Unfortunately upon tightening with my torque wrench the bolts just seem to keep spinning and never reaching torque. Worried the socket on the Heads may be stripped I backed them all out and pulled the Intake off.
After evaluating the sockets, it seems that NONE of them are actually stripped!! Does anyone know what the deal is or have had issues with this before?? Even with new bolts and seemingly clean threads I CANT get Torque. I don't understand what's up and am somewhat losing my mind at this point.
Any advice would be greatly appreciated.

Unfortunately I've just realized I need to buy new head bolts and I already have the cams back on so that's going to be fun.
