3vze electrical confirmation

I have a 1990 Toyota 4runner with the 3vze. I believe it's the 1992 or later engine because it has the different flat plug style distributor. Also someone poorly swapped in a 5 speed, factory auto. So to turn the starter, all electrical components are

#1 ignition switch.
#2 Neutral start switch.
#3 starter solenoid.

Now the starter has power, but the solenoid does NOT get power when the ignition is turned to the start position.
Do you have to jump the neutral start switch, or does it work unplugged?
If so I believe it's either the ignition switch or wiring to the solenoid.

Note: The truck starts fine every time you compression start it.

You have to jump it. As far as the system knows, the truck is not in park/neutral right now.
