22re idle problem or not.

22re idle problem or not.
So recently rebuilt my 22re and It runs like a top. Build http://board.marlincrawler.com/index.php?topic=96772.0
Other then when I try to turn the idle down to 700 as the FSM calls for. I get this 200 rpm idle. at 850-900 idles like a champ.
Is this a problem? Any ideas on how to fix it? I have tried everything I can think of. Or am I stuck with it?
Bored .20 over.
LCE EFI pro cam. Degreed in at 101 degrees vs 106 recommended.
New head with oversized vales.
LCE Intake.
Ported Intake.
New fuel pressure regulator/ added gauge.
New coil.
New Wires and plugs.
Clean and matched injectors within .9% of each other.
Big Bore thorttle body.
Swapped in a different AFM.
IAC working and even blocked it off for awhile.
Smoke tested no vaccum leaks.
Replace all butt connectors in harness.
And much more. I have checked and ohmed everything.I even had a Toyota mechanic look at it who said it runs good that it is prolly just the larger cam. Lcengineering tells me it should idle smooth. No stumbleing or missing coming out of idle. No lose of power. I'm just out of ideas.
