22RE High idle on start up

I have a 1993 22RE Pickup. (EFI)

It used to run like a clock but lately it has been idling near 2,000 rpms after startup. It used to do this on cold mornings until the engine warmed up where it would drop back to 1,000. Lately, regardless of temperature, it will idle between 2,000 and 2,200 rpms and stay there for a good 10 minutes or so before the idle will drop to normal.

Input?

Improper coolant mix ratio maybe?

Mine is idling pretty high cold also. I'm running mostly water, untill I get the water pump replaced. Pretty sure it started when I dumped a gallon of water in after it leaked out my coolant at the salvage yard one day.
