its on the passenger side of the engine block
Under the intake manifold.
IF you are looking in the passenger side wheel well access panel at the oil filter, its up a little higher and to the LEFT.

If you ever have the starter out for a reason, that's a good time to do the fuel filter

Actually, in my 1991I am pretty sure it is underneath the passenger seat area. it's hard to see because it runs with your main frame just above some cross member or something. I can't remember now exactly, but I am pretty sure mine is not under the intake manifold.

I'm pretty sure you're thinking of a 3VZE.

v6 second gen runners are on the inner framerail passenger side. 22res are still in the same location under the intake manifold.

That's right! I found it! Under the intake manifold... I changed it out which wasn't pretty since it's darned difficult to reach. I was basically wedging myself into the wheel well to reach it, and thank god I have skinny arms. My truck was having some hard starting, and stalling when warmed up, and this seems to have fixed it straightaway. I'll post some pictures of it's location for other newbies. Basically if you look into the passenger side front wheel well, you have to unbolt a sheet of metal acting as a guard, then you'll see it there under the intake manifold to the left of the oil filter, just as ewong said (thanks!). Thank you everybody for the help.
