1989 22re Vacuum Question

I was poking around the engine bay and found I had a metal vacuum line open on the motor.
It is by the EGR and its Actuator. (red Arrow)


I chased it to the other side of the metal vacuum tubes and it goes into the Red VSV.


After looking at the various diagrams and FSM pictures it looks like it maybe the Pair valve. Unfortuantely that one is connected somewhere else and is not open. tHE diagram says it should be the pair valve.
Does anyone have any ideas on where it goes? I really wish the FSM has a "road map" of the metal tubes and where they should go, but that doesnt mean any PO's havnt decided to change routes and such. I do not think it is part of another issues of surging idle, but I want to fix this before I pull off the IACV for the idle problem.
