Newly machined 85 22r bored 60 over having trouble getting up hill

Howzit guys.....i just got done putting a newly machined 22r that has been bored out 60 over with a 261 rv torquer cam everything else is stock and completely brand new over haul. .now ive checked the timing and im running at tdc and all my gages are exactly where they should be according to Chilton. ..i took her for a sipn and on flat she does and sounds awesom but as soon as i hit an incline she really struggles to get up hill...i can barely keep her in 3rd gear can anyone give me an idea why this may be happening. ..and any advice would be really appreciated. are you running the same carb and stuff that was on the engine before it was rebuilt? and it all ran better than it does now?

the carb is the same carb. 32/36 weber its about 2 months old. .and other than that everything is brand new. ..the engine i just took out did seem to have better horse power and torque but it had a very bad tap and blow by ..so i got a block had it decked and all the ports cleand and because the #4 cylinder wall was vary badly scored we had to bore it out to 60 over ..when shes idling it holds and sounds strong and on flat does good but going up even the smallest incline it really bogs down

I'm guessing here...
Vacuum advance diaphragm on the distributor, vacuum lines mis-routed or leaky diaphragm?

Is the timing supposed to be at TDC? My 1980 20R times at 8 degrees Before TDC.
