I think the reason no one is responding here is that if they are like me. Then they are confused.
It won't start but it cranks and everything? What?
I havn't tried checking the timing yet? How is that possable if it won't start?
I'm not bashing here. I'm just saying that if you were to be more specific you probably would get more help.

You're sure it's getting fuel? There's fuel visible in the sight glass on the carb float bowl? (it is carb'd right?)

Need some details here.

Carbed?

Did it start before?

Fuel pressure good just before entering the carb, can hook up fuel press. gauge to check. (if bad then maybe pump, but would check fuel filter first)

If you have spark and it started before then it may be your electric choke too. I've had that problem.

Some of these questions should allow the community to help you out quite a bit.

It ran before just fine i just put a block off kit for my emission system the wires on the electric choke are a little bad i made the mistake of not labeling the wires so when i chooked it back up they may be backwards but i tried it all ways. I got fuel pressure when i got the truck the guy said the carb need to be rebuilt that was about a year ago. and the book cant reall help at all and i tried to find pics of carbs like it to see maybe if i can get the wries hooked up back to the right way. So i dont know if its as easy as just get a rebuild kit or what

You can get a rebuild kit for around $40 at parts store, and I'll post a breakdown pic of the 22R Carb (factory) when I get home on my cpu

Sure seems like it's got to be something with how you put things back together after the block-off plates, no? I know if my truck was running fine, then I did something, now it doesn't, I'd just go back through what I did and make sure I put everything back together right...check out your manual (really should have one if you don't). I just wouldn't mess with anything except what you played around with to do the blockoff plates.

Why would it be timing if it was fine before you messed with the egr? I know my truck is slightly different (83), but when I messed with my egr, I went nowhere near timing stuff. All I needed to do on my truck was take the air filter housing off...so I certaintly wouldn't be thinking it's anything except what you messed with to do the block off plates.
