Question Evap canister Can you help

alright i dont anything about this part except its for emissions but is there supposed to be about 1 and a half feet of tubing going to nowhere it just hangs in my right wheel well

1994 4runner v6 auto

Yep, that is the fresh air inlet for the cannister:
