I had a similar problem on my '83 22R and needed to adjust the idle mixture and idle speed screws. I didn't have a tachometer but rather set the idle mixture screw to factory (4 turns from fully closed), then adjusted idle speed until it didn't stutter.
Follow the guide on this website: http://www.bluebassdesign.com/boonin/carb_faq/ Of course, I did all this after rebuilding my carburetor. But I think it was the idle screws that finally fixed the problem, should have tried them first.

Thank you for the advice. The problem ended up being a combo of timing adjustment and idle adjustment. before i was adjusting each setting individually. when i finally got the timing light i adjusted the carb and timing at the same time and that really helped. the truck is running great now.
