Well I figured out one part of the problem. When I put the tank back in I blocked off the original fuel return hose since I was no longer running it to the carb. My carb gets gas when I keep the fuel cap off. So now I am going to drop the tank again and put some type of filter on the return hose to keep it open while keeping dirt out. I am going to do this next weekend, I'll let you know how it turns out.
