The 22RTE is sensitive to vacuum leaks between the MAF and the intake manifold runners. Hook up a vacuum gauge and see what the vacuum is while running. I'll compare it to mine for you. When I first put my engine in I had the same problem because I forgot to tighten up the EGR pipe on back of the manifold. You need to check all of the intake pipe hose clamps between the air cleaner and the turbo and then to the intake manifold. Make sure you have no vacuum leaks.
I heard the turbo pipe connector was no longer available from Toyota, but I have not checked for myself. I would like to replace mine with a silicone one as it is getting hardened. I just bought it used but they will blow out and I already had to stop drill a nice crack.
