21.98 average tank, yup. fill up and hit the highway and keep it mellow and for certain this can be 22 or even 23 mpg if you can keep it at 45 and never change modes.
The EVAP has never been a problem on my 2002 model 4Runner, and I've filled it like that since day one.

However, it threw a CEL in my Honda Accord after doing it a couple times, so I had to not fill that vehicle to the top of the filler neck. I fill the accord to the auto shutoff, then top off to the next $1.
