It sounds like you're running lean off idle.
Not 100% sure if this would cause your problem but the 20r is ~2200cc and the 22R/RE is ~2400 cc's. Considering the EFI on the 90 would be programmed to deliver fuel at a rate for the larger engine, there is a large possibility that your problem is there. You would have to at least recalibrate the air-fuel meter for the lesser air-flow requirements of the 20r- probably relieve some of the tension on the spring inside the afm so it opens more easily.
And definitely make sure the timing is set properly.
