If it does not stumble/stall when vacuum is applied (Use your mouth!) to the EGR valve, then it's NOT functioning. This is the same test that's required for smog check (except the techs have nifty MityMite pumps).
Non-functioning EGR valves can be caused several things, with "clogged passages" being high on the list. Running "rich", huh?
