O2 Sensor stays at .15v at idle

I didn't try to seal the intake because the throttle valve probably would pass air, I may still try. It's driving me nuts though. The O2 sensor reads like the mixture is real lean or too much air. It will go up to .45V at 2500 rpm but as soon as it idles it goes down to .15V. Everytime at 2500 rpm for 2 minutes also the O2 code shows up. The pipe from the EGR is cooler than the plenum so I don't think it's leaking. I also slipped a piece of aluminum to block the EGR and no change to the O2 Reading. Does anyone know where else a vaccuum leak could be? I d/c the PCV hoses too with no increase in voltage.I may check the valves next has anyone done the valve adjustment on their 22re? Thanks

Also has anyone used a duty cycle meter before? I just got one and the injector reads 4% at idle and goes up to 10% at 2500rpm. Does this sound normal?
