OK all, I need your help. 1st off, can you tell me if this comes with a 95 4runner.

I don't see any switches of any kind except something in the pannel right above my left foot, but it seems to have no switch in it. It seems to be a small toggle switch, but broken. My question is, haw can I find out if this thing is hooked up or not. Please help. If you need any more info, Please ask. Thanks
