From my experience, you can get away with low levels of boost on a stock motor with stock components (no forged stuff). But thats on a healthy motor with no existing problems and doesn't have a bunch of miles. (Also, that experience is based on GM motors; more qualified Toyota gearheads than myself would have to answer whether that holds true for your 22r/22re motors.) However with low levels of boost you won't be seeing a lot of the power your looking for. But, if you wanted you could start with a tuned down supercharger (read: low boost) on a stock motor and run that until you got the money to dump in the components that would allow you to turn your boost up.
