No universal blower, of course, each has to be made specifically to fit the engine. There is/was a blower for the 22R, (actually from a couple of different companies) but I've never saw one for the RE. You could change the head and do the blower on the RE, but you would have to go to carburetion rather than FI. (If it wasn't for this I would have done it on my 85, but I will never own another carb engine.) Camden, B&M make blower kits for the 22R, or did at least.
THe RE-T engine had a lot of differences besides just the turbo. The turbo compressor itself is easy enough, but the systems that keep it from destroying the engine quickly is well beyond the tinkerer's capabilities. Wastegate control, detonation control, changing fuel/air requirements etc.
