Please, whatever you do, don't buy it and then try to sell it on E-bay for more than what you paid for it.
That is the most reasonable price I have ever seen for a truck with that kind of work done on it. Yeah, the problems are likely in large volume, but if he paid a place to do all that work, that was probably half the asking price without counting the rest of the truck you are getting.
I have to imagine it is a basketcase though.
